Transnational intellectual cooperation initiatives (T.I.C.I.) - Scientific cooperation
This is phase 2 of the construction process for cities / complexes labeled THE PAPILLON SOURCE, A SERIES OF transnational online EVENTS of MOBILIZATION, COHESION OF TEAMS then COLLABORATIVE ENGINEERING in order to design multifunctional, interconnected, alternative, 100% ecological, agro-climatic cities / complexes
Characteristics:
A series of online multilateral intellectual meetings (conferences, seminars and workshops) which take place in several countries simultaneously.
Place in the Papillon Source project:
This initiative consists of phase 2 of the transnational conceptualization + design + collaborative construction project of agro-climatic and agro touristic cities / green complexes forming the consortia called "The Papillon Source Mediterranea", "The Papillon Source Inner Africa", "The Papillon Source Inner Europe "," The Papillon Source Inner Asia "," The Papillon Source Inner Oceania "," The Papillon Source Inner America ". The "construction" part consists of phase 3 of the project and will be initiated at the end of this phase 2. The "phase 2", initiated at the end of phase 1, is the most important part (key element of the project. process).

Online, with participants located in all countries of the world
Themes of the events:
Architecture and landscape, energy, agriculture, climate engineering
Presentation:
Recruitment and pooling of talents around the world for the collaborative design of the technical solutions that will be used in the cities / complexes labeled THE PAPILLON SOURCE. The actors collaborate and seek solutions according to technical specifications previously developed by the members of the EL4DEV program.
The targets:
This involves targeting primarily 1st, 2nd and 3rd cycle students from schools and universities, but also people from other backgrounds such as isolated researchers and inventors, individuals looking for meaning and commitment or actors already acting in environmental NGOs, farmers, botanists, architects, etc.
Occurrence:
Phase 2 takes place 1 year after the start of phase 1.
Organization / Procedure:
Several online people grouping will be organized, each with a specific theme (specifications). Each grouping will be managed like a mini project.
Composition:
There will be conferences (presentations of the project, specifications and prizes / awards), seminars (team building: setting up of teams + group cohesion activities) and workshops (collective engineering work). Each seminar and workshop will be meticulously prepared and will be supervised by a team of Facilitators who will guide the actors in their collaborative work. Everything will end with a project closing conference.
Frequency:
Each month and in each of the countries, simultaneously or not, a conference (1 day), a team building seminar (1 working week from Monday to Friday) and a workshop (1 working week from Monday to Friday) will be organized. Each month, a new area of the project is discussed. The actors therefore change from month to month depending on their areas of expertise.
Goals:
- Attract the municipalities: obtain maximum operational and financial support to start phase 3 (priority: acquisition of land + acquisition of construction permits)
- Attract the general public: obtain maximum operational and financial support to start phase 3 - Attract patrons: obtain as much financial support as possible to start phase 3
- Attract the media: obtain maximum visibility of the event and the project to ensure the success of phase 3 - Attract governments: obtain maximum operational support to start phase 3
- Create an innovative operational synergy, falling within the framework of the social and solidarity economy and leading to a societal partnership between the countries.
The phase following the initiative:
Thanks to collaborative engineering, to the funds raised during the initiative (due to massive communication in phases 1 and 2) and to the various operational supports obtained, start the construction of cities / complexes in each of the countries (phase 3).
Occurrence of phase 3:
The construction of the cities / complexes will have to take place over 3 years, following the success of phase 2 of the project. They will start exactly 1 year after the start of the events.
Public intervention:
The initiative will first be developed outside of public interventions. But it is its success in terms of social and media performance that will strongly encourage the various national and local public authorities to actively support (financially and operationally) the creation and development of these innovative cities / complexes.

How to finance?
It is a question of soliciting different types of actors (people, individuals, companies, higher education establishments, municipalities, communities of municipalities, regional councils, and leaders of nations) for operational and financial sponsorship as well as various patrons, including the crowd funding online.

- Material sponsorship (provision of infrastructure and material)
- Service sponsorship (services offered and reductions on service invoices)
- Cross-marketing (promotion of the initiative by the partners)

Create a positive social movement of participation, creativity and sharing. Be sponsored by “Head of State” ambassadors around the world.

The most involved persons in the realization of the project may be integrated as salaried actors for the rest of the project (compensation).
